The Madras High Court said exactly that in 2019, when it ordered the police to reopen a Coimbatore service apartment they had sealed for letting rooms to unmarried couples. Hotels are still free to set their own admission rules, and that is where refusals come from. A hotel that says no is applying its own policy, not the law, and arguing at the desk will not change it. The fix is to book somewhere that states its policy in the listing, and to call ahead when the listing is silent.

What ID the Front Desk Will Ask For

Every hotel in Mumbai has to record the identity of each adult staying in a room, and the police can inspect that register. So both of you need an original government photo ID, not just the person whose name is on the booking. This is what is normally accepted and refused:

• Accepted almost everywhere: Aadhaar card (many hotels now prefer the masked version that hides the first eight digits), passport, driving licence and voter ID. Carry the physical card. A photo of it on your phone is refused more often than it is accepted, though the Aadhaar in DigiLocker works at some chain hotels.
• Often refused: PAN card, because it has no address. Office ID cards and college ID cards are refused almost everywhere.
• The local ID problem: many budget and independent hotels will not check in a guest whose ID shows an address in Mumbai, Thane or Navi Mumbai. This is a hotel policy, usually adopted to avoid trouble with the local police station, and it catches more couples out than anything else. International chain hotels generally accept local ID. For everyone else, look for “local ID accepted” in the listing or ask on the phone before you pay.
• Age: both guests must be over 18. Some budget hotels set their own minimum at 21, so younger couples should check this before booking.
• Foreign nationals: passport and a valid visa. The hotel has to file a Form C with the immigration authorities within 24 hours of check-in, so expect them to photocopy both.
• Visitors: if only one of you is on the booking and the other arrives later, most hotels will ask the visitor to show ID and write their name at reception before going up. In Navi Mumbai the hotels are concentrated in two places. Vashi has the larger choice, most of it in Sector 30A next to Inorbit Mall and a short walk from the railway station. CBD Belapur is quieter and better if you want to be near Kharghar or the road to Panvel.
